Climate Change Delivery Plan

Published in June 2009 and awaiting Royal Assent, the plan issued by the Scottish Government outlines the targets and method of delivery for reduction in Carbon consumption in Scotland by 2050.
  • The target is a reduction of 42% on 2006 emissions.

  • Emissions from housing and non-domestic buildings have to be reduced in 2020 by 4.3 Mt (Mega tonnes) C02 against 2006 levels
  • Improved energy efficiency and reduction in energy demand through behavioural change will be crucial to deliver the programme in the short term.
  • By 2050 a largely decarbonised heat sector must be delivered with significant progress by 2030 through a combination of reduced demand and energy efficiency, together with a massive increase in the use of renewable or low carbon heating.
  • In the long term it will be necessary to replace the natural gas grid network with low carbon alternatives, in some cases operating through local heat networks
  • It will be essential for there to be a step change in the levels of renewable and low-carbon heat to 2020
  • There will be a need to mitigate the cost impacts of investment in carbon reduction on fuel poverty
  • The delivery of the relevant energy pledges is essential:
    • Pledge 1.  We will support and accelerate the implementation of renewable energy, through our Renewable Energy Action Plan, in a way which promotes large scale, community based, decentralised and sustainable generation
    • Pledge 2. We will aim to build a commercially viable, diverse renewable heat industry in Scotland to deliver benefits to the wider public, through the implementation of our Renewable Heat Action Plan
    • Pledge 7. We will implement measures to improve Scotland’s energy use through the Energy Efficiency Action Plan, which is a key part of the Scottish Government’s Climate Change Bill.
 

Energy Efficiency Discount Schemes are to be offered and policy is to be developed in the next few months. Suggestions so far are:
  • Discount schemes to be operated by individual councils/local government, with possibility of autonomy from Scottish Government
  • Discounts may be offered on council tax and non domestic rates to those households that have installed renewable energy or heat sources
  • Renewable installations would hold permitted development rights (i.e., no need for planning consent to be obtained) and building standards would become regulated throughout Scotland (at present some authorities require building warrants, others not!)

  • 50% domestic energy to be generated from renewable by 2020
  • Loft, cavity and 40% solid wall insulation to be encouraged
  • All new homes to be low carbon by 2016
  • All new homes to be fitted with Solar thermal panels as standard by 2010
